I cannot find the 'Track Layer', 'Simple Tracker' and 'Track Text' plugins

These plugins are found under Generators in the effects library, not under effects.  Place them on top of the clip you want to track as a connected clip and then place the insert layer into the image well.  See this tutorial for details.
